State puts cash behind recycling

North Hills communities have been awarded more than $1.6 million to upgrade or expand their recycling programs. The big winners in the northern suburbs include Franklin Park, McCandless and Ohio Township. Each has been offered $500,000 to help set up a joint system for automated curbside recycling and yard-waste pickup.

Officials discuss EIT collection system

The way Pennsylvanians pay their earned income taxes is going to change.   Act 32, which was signed into law on July 2, 2008, calls for a restructuring of the earned income tax collection process by creating county-wide tax collection districts, or TCDs.

When the new system in implemented on Jan. 1, 2012, Allegheny County will have four districts, each represented by a separate tax officer.  The North Hills Council of Governments, a coalition of 20 municipalities in both Allegheny and Butler counties, is weighing the options.

North Hills COG hit with big increase for road salt

A slew of North Hills communities are stockpiling winter road material as they try to deal with an alarming 156 percent increase in road salt prices.

The North Hills Council of Governments, which represents 20 North Hills communities, received only one road salt bid this year, from Morton Salt, at $104.01 per ton. The price last year, also with Morton, was $40.56 per ton.
